FRIL : Regional Funds for Innovation in Lorraine

The Regional Council of Lorraine and OSEO Lorraine mutualize their actions in order to reinforce their support in favour of innovation and the transfer of technology.
In order to do this, they have at their disposal a common tool put at the disposal of SME in Lorraine : the Regional Funds for Innovation in Lorraine (FRIL). This scheme makes it possible to finance research and innovation projects, as well as the recruitment of research and development personnel. These funds are endowed equally by the Regional Council and OSEO.
The FRIL makes the regional accompaniment and financing of innovation offer more efficient and clearer. It must also make it possible to accompany a more significant number of companies in their innovation projects.
The FRIL has 2 large centres of action :
- The support of industrial research : this unique tool allows financing by grants of research projects whose economic finality is in the medium-term ;
- The financing of innovation projects, and notably those with a partnership component (centres of competitive excellence).


Companies installed in Lorraine and engaged in a process of research and/or innovation. The criteria of the beneficiaries are specified in each scheme.


The FRIL is a global innovation support scheme. The expenditures financed depend on the finality of the project as well as the maturity of the company :
- the support for industrial research makes it possible to finance internal and external research and development expenditures (collaboration with research laboratories, acquisition of research work…) ;
- the innovative project support finances the development and industrial pre-launch steps of an innovative product, process or service presenting concrete commercialisation perspectives (conception, feasibility studies, patents, prototypes…).


From financing in grant form to financing by a zero percent interest rate advance, reimbursable in the case of success, the intervention terms also vary according to the maturity of the company.
